Coal Mine General Manager
Duty Description: Formulate policies, build team, manage daily operations, develop and implement site safety measures, and plan the use of materials and human resources. The GM will manage all aspects of the site including: employees, vendors, contractors, guests, community, government and industry. Coordinate and administer the site’s policies as defined by Headquarters via the Board of Directors. Develop operating policies and procedures and directs the work of all department managers. Implement and monitor the budget, monitor the quality of the site’s production and administrative support and ensure maximum efficiency. Secure and protect the site’s assets, including facilities and equipment. Report to and advise CEO and Headquarters on coal mine activities and plans.
Responsibilities:
- Implements general policies established by Headquarters via the Board of Directors; directs their administration and execution.
- Plans, develops and approves specific operational policies, programs, procedures and methods in concert with general policies.
- Coordinates the development of the site’s long-range and annual (business) plans.
- Develops, maintains and administers a sound organizational plan; initiates improvements as necessary.
- Coordinates development of operating and capital budgets according to the budget calendar; monitors monthly and other financial statements for the site; takes effective corrective action as required.
- Provides advice and recommendations to the CEO and committees about construction, alterations, maintenance, materials, supplies, equipment and services not provided in approved plans and/or budgets.
- Oversees the care and maintenance of all the site’s physical assets and facilities.
- Ensures the highest standards for food, beverage, sports and recreation, entertainment and other site services.
- Analyzes financial statements, manages cash flow and establishes controls to safeguard funds. Reviews income and costs relative to goals; takes corrective action as necessary.
- Works with subordinate department heads to schedule, supervise and direct the work of all employees.
- Has ultimate authority over inter-departmental matters and implements policies concerning employee-employer relations.
- Develops, maintains and disseminates a basic management philosophy to guide all site personnel toward optimal operating results and employee morale.
- Handles emergencies such as fires, accidents and breaches of security or house rules promptly and in person. Emphasizes prevention through training, inspection and preventive enforcement.
- Performs other duties as directed by the CEO.
Qualifications
- Must have at least 20 years of project experience, with coal mine management specific experience
- Experience in Greenfield or startup mining environment
- Degree in Engineering (or relevant study) combined with an MBA (preferred)
- PMI Certification desirable
- Strategic planner with sound knowledge in Project execution, scope, planning, and operations
- Mining and process construction management experience
- Excellent knowledge of MS Office (Project, Excel, etc.)
- Preferred in both written and spoken Lao and English
- Must be willing to relocate to Laos
